The number of firms engaging in these activities is increasing rapidly.While the whys and hows of this practice have been discussed in the academic and professional literature, the ethics of intelligence gathering have not been adequately discussed in a public forum. The current ethical norms of genomic biobanking creating and maintaining large repositories of human DNA and/or associated data for biomedical research have generated criticism from every angle, at both the practical and theoretical levels. The traditional research model has involved investigators seeking biospecimens for specific purposes that they can describe and disclose to prospective subjects, from whom they can then seek informed consent. In the case of many biobanks, however, the institution that collects and maintains the biospecimens may not itself (...) be directly involved in research, instead banking the biospecimens and associated data for other researchers. Moreover, the future uses of biospecimens may be unknown, if not unknowable, at the time of collection. Biobanking may thus stretch the meanings of inform and consent to their breaking point: if you cannot inform subjects about what their biospecimens will be used for, what can they consent to? Given that informed consent by individual subjects is the ethical gold standard, the seeming dilution of the concept in the context of biobanking is a profound problem. (shrink)

Media multitasking entails simultaneously engaging in multiple tasks when at least one of the tasks involves media. Across two studies, we investigated one potential trigger of media multitasking, state boredom, and its relation to media multitasking. To this end, we manipulated participants’ levels of state boredom using video mood inductions prior to administering an attention-demanding 2-back task during which participants could media multitask by playing a task-irrelevant video. We also examined whether trait boredom proneness was associated media multitasking. We found (...) no direct evidence that state boredom leads to media multitasking. However, trait boredom proneness correlated with greater amounts of media multitasking in Experiment 1, but not in Experiment 2. Surprisingly, in both experiments, post-task ratings of state boredom were equivalent across conditions, alerting us to the short-lived effects of video mood inductions and the boring nature of cognitive tasks. Both the subjects and compositional techniques of epic were at home in this evolving genre.1 Herodotus' mighty prose epic, with its own debts to Homer, was the culmination of the process, successfully combining the mythic and epic with historical narrative.2 Thucydides' method, (...) however, was going to be different: the mythic was to be done away with and the epic made to serve the account of the most destructive war in historical memory.Thucydides in some places mentions Homer directly and in others makes artful allusions to Homeric epic.3 In his Archaeology he repeatedly [End Page 499] holds up the Trojan War as the first great naval expedition and records its failings. In his programmatic passages, moreover, Thucydides draws comparisons between Homer's methods and his own.4 Marcellinus, his biographer, reflects a tradition that attributed even individual features of Thucydides' style and language to Homer. Epic conventions abound: there are angry speeches between antagonists; there are catalogues of warriors, in particular, the fine example before the final battle at Syracuse (7.57–59); and there are splendid battle scenes, where individuals, such as Brasidas, are singled out.5 When Thucydides turns to compose the events of the Sicilian Expedition, he allows the reader to dwell on parallels between it and its ancestral expedition to Troy.6 The parallels with the Homeric poems on a thematic level are large and obvious: a monumental Greek naval expeditionary force travels far in order to besiege a city. The insistence in book 6 on heavy preparations for Sicily recalls Thucydides' criticism in book 1.9 of Agamemnon's effort. Unlike their poetic ancestors, who prolonged the siege because they had to spend valuable time gathering supplies by means of raids on nearby cities, the Athenians would take their necessities with them. Like the Iliad, the History has war as its pervading theme, but also like the Iliad, it is not simply about war; rather it is about the human motivations and reactions which that most dehumanizing phenomenon elicits. In depicting what is poignant Thucydides competes with Homer. He [End Page 500] does not fail to draw on the values of the Iliad to highlight his own narrative and to imbue his account with the powerful sensitivity to suffering found in both Homeric poems.My focus in these pages is Thucydides' use of Homeric words in his description of the final battle in the great harbor and the retreat of the Athenians from Sicily. In 1900 Smith collected some of these terms but made no claims for completeness: "A few terms and idioms borrowed from poetry and traceable directly or indirectly to Homer may give some idea of what might be found if one knew classical Greek usage thoroughly well and were perfectly familiar with Homer" (70).7 So it is not easy to pinpoint specific verbal allusions to Homer in the History. The historian may have used other works in the epic cycle or tragedies now lost that made use of epic.8 Moreover, the atmosphere of high poetry we encounter may result from the effect of a few words or even one word or a setting which will recall Homer without, however, alluding to a specific passage in the poems.9 The poetic influence upon prose was long and profound. Indeed, prose of the fifth century had not yet totally divorced itself from poetry. This article takes up the question of how to facilitate substantive inclusion in deeply divided societies. Turning to deliberative democracy and consociationalism, we find that there is a surprising amount of overlap between the two potentially contradictory models of inclusion. We consider the deliberative potential of consociational institutions that not only address majority and minority relations, but that also find ways to include minorities within minorities. To this end, we examine the institutions that make up a consociation and recommend a (...) two-stage approach to deliberation that facilitates the articulation of public reasons in political decision-making. We argue that extending broad inclusion in an initial stage of deliberations where people do not have to adhere to the criterion of public reason avoids pre-emptive exclusions, while introducing this criterion in a second, decision-making stage of deliberations retains the benefits of deliberative democracy. This two-stage approach addresses the democratic concerns in consociational democracy vis-à-vis minority groups and in deliberative democracy vis-à-vis marginalized groups (that is, minorities within minorities). We argue that adopting this two-stage approach will deepen the level of inclusion found within consociational democracies and widen the applicable scope for deliberative democracy, which is often thought most amenable to small-scale decision-making. People talk about rats deserting a sinking ship, but they don't usually ask where the rats go. Perhaps this is only because the answer is so obvious: of course, most of the rats climb aboard the sounder ships, the ships that ride high in the water despite being laden with rich cargoes of cheese and grain and other things rats love, the ships that bring prosperity to ports like eighteenth-century Königsberg and firms such as Green & Motherby. By making the (...) insulting comparison - as I am in the course of doing – between us Kant scholars and a horde of noxious vermin, my more or less transparent aim is to mitigate, or at least to distract attention from, the collective immodesty of what I am saying about us. For my point is that, in the past half-century or so, Kant studies has become a very prosperous ship indeed. Its success has even been the chief thing that has buoyed all its sister ships in the fleet of modern philosophy, most of which are also doing very well. (shrink)

BackgroundIn December 2014, China announced that only voluntarily donated organs from citizens would be used for transplantation after January 1, 2015. Many medical professionals worldwide believe that China has stopped using organs from death-row prisoners.DiscussionIn the present article, we briefly review the historical development of organ procurement from death-row prisoners in China and comprehensively analyze the social-political background and the legal basis of the announcement. The announcement was not accompanied by any change in organ sourcing legislations or regulations. As a (...) fact, the use of prisoner organs remains legal in China. Even after January 2015, key Chinese transplant officials have repeatedly stated that death-row prisoners have the same right as regular citizens to “voluntarily donate” organs. This perpetuates an unethical organ procurement system in ongoing violation of international standards.ConclusionsOrgan sourcing from death-row prisoners has not stopped in China. The 2014 announcement refers to the intention to stop the use of organs illegally harvested without the consent of the prisoners. Prisoner organs procured with “consent” are now simply labelled as “voluntarily donations from citizens”. The semantic switch may whitewash sourcing from both death-row prisoners and prisoners of conscience. China can gain credibility only by enacting new legislation prohibiting use of prisoner organs and by making its organ sourcing system open to international inspections. Until international ethical standards are transparently met, sanctions should remain. (shrink)

The knots of images in Aeschylus’ Septem with their exuberant and powerful vocabulary give the play the aura that prompted Gorgias and Aristophanes to proclaim it “full of Ares”. The ferocity of the ancient siege is brought to life in the destruction of the city the chorus imagines and in the duels at the seven gates that achieve epic proportions through the dueling speeches of Eteocles and his scout. The play’s transparent dependence on language for its emotive effect readily invites (...) close examination. Aeschylus’ Septem abounds with contemporary cosmological and mathematical ideas and images. The poet uses them consistently throughout the play, I suggest, to make of Thebes a seven-sided, shield-shaped cosmos, ruled over by the seven-month lord of sevens (heptamagetes), Apollo, and the completion of whose circumference seals the unified fate of Polynices and Eteocles. Training in the responsible conduct of research (RCR) is required for many research trainees nationwide, but little is known about its effectiveness. For a preliminary assessment of the effectiveness of a short-term course in RCR, medical students participating in an NIH-funded summer research program at the University of California, San Diego (UCSD) were surveyed using an instrument developed through focus group discussions. In the summer of 2003, surveys were administered before and after a short-term RCR course, as well as to (...) alumni of the courses given in the summers of 2002 and 2001. Survey responses were analyzed in the areas of knowledge, ethical decision-making skills, attitudes about responsible conduct of research, and frequency of discussions about RCR outside of class. The only statistically significant improvement associated with the course was an increase in knowledge, while there was a non-significant tendency toward improvements in ethical decision-making skills and attitudes about the importance of RCR training. The nominal impact of a short-term training course should not be surprising, but it does raise the possibility that other options for delivering information only, such as an Internet-based tutorial, might be considered as comparable alternatives when longer courses are not possible. The least infringement principle has been widely endorsed by public health scholars. According to this principle, public health policies may infringe upon “general moral considerations” in order to achieve a public health goal, but if two policies provide the same public health benefit, then policymakers should choose the one that infringes least upon “general moral considerations.” General moral considerations can encompass a wide variety of goals, including fair distribution of burdens and benefits, protection of privacy and confidentiality, and respect for (...) autonomy.In this article, we argue that the Center for Disease Control and Prevention's 2006 HIV screening recommendations may violate the least infringement principle. This is a concern because, although not legally binding, the Recommendations appear to have already influenced state laws and will likely continue to do so as legislative proposals continue to be passed. At a minimum, therefore, the Recommendations have important implications for HIV screening within the United States. (shrink)

The Reflexive Imagery Task (RIT) reveals that the activation of sets can result in involuntary cognitions that are triggered by external stimuli. In the basic RIT, subjects are presented with an image of an object (e.g., CAT) and instructed to not think of the name of the object. Involuntary subvocalizations of the name (the RIT effect) arise on roughly 80% of the trials. We conducted an electroencephalography (EEG) study to explore the neural correlates of the RIT effect. Subjects were presented (...) with one object at a time in one condition and two objects simultaneously in another condition. Five regions were defined by electrode sites: frontal (F3–F4), parietal (P3–P4), temporal (T3–T4), right hemisphere (F4–P4), and left hemisphere (F3–P3). We focused on the alpha (8–13 Hz), beta (13–30 Hz), delta (0.01–4 Hz), and theta (4–8 Hz) frequencies. (shrink)

Over 90% of the organs transplanted in China before 2010 were procured from prisoners. Although Chinese officials announced in December 2014 that the country would completely cease using organs harvested from prisoners, no regulatory adjustments or changes in China’s organ donation laws followed. As a result, the use of prisoner organs remains legal in China if consent is obtained. We have collected and analysed available evidence on human rights violations in the organ procurement practice in China. We demonstrate that the (...) practice not only violates international ethics standards, it is also associated with a large scale neglect of fundamental human rights. This includes organ procurement without consent from prisoners or their families as well as procurement of organs from incompletely executed, still-living prisoners. The human rights critique of these practices will also address the specific situatedness of prisoners, often conditioned and traumatized by a cascade of human rights abuses in judicial structures. To end the unethical practice and the abuse associated with it, we suggest to inextricably bind the use of human organs procured in the Chinese transplant system to enacting Chinese legislation prohibiting the use of organs from executed prisoners and making explicit rules for law enforcement. Other than that, the international community must cease to abet the continuation of the present system by demanding an authoritative ban on the use of organs from executed Chinese prisoners. Organ donation after brain death has been practiced in China since 2003 in the absence of brain death legislation. Similar to international standards, China’s brain death diagnostic criteria include coma, absence of brainstem reflexes, and the lack of spontaneous respiration. The Chinese criteria require that the lack of spontaneous respiration must be verified with an apnea test by disconnecting the ventilator for 8 min to provoke spontaneous respiration. However, we have found publications in Chinese medical journals, in which the donors (...) were declared to be brain dead, yet without an apnea test. The organ procurement procedures started with initiating “intratracheal intubation for mechanical ventilation after brain death,” indicating that a brain death diagnosis was not performed. The purpose of the intubation was not to resuscitate the patient but rather was directly related to facilitating the explantation of organs. Moreover, it was unmistakably stated in two of these publications that the cardiac arrest was induced in these patients without brain death determination by cold St. Thomas cardioplegic solution or other cold myocardial protection solutions. This means that the condition of these donors neither met the criteria of brain death nor that of cardiac death. In other words, the “donor organs” may well have been procured in these cases from living human beings. Thus, brain death definition is abused in China by some individuals for organ harvesting, and a systematic investigation is needed to clarify the situation of organ donation after brain death in China. Students in 80 kindergarten to grade six classrooms photographed and captioned experiences in class which they identified as examples of democratic citizenship education. With the assistance of a teacher candidate placed in their classroom for a semester, students chose and captioned five of the photographs they considered to best represent demonstrate citizenship education. Four main categories of citizenship events emerged describing key elements associated with democratic citizenship education; shared decision making, participating in a learner-oriented classroom context in which students have (...) some individual choice of daily activities, equality of opportunity, and activities extending into the community and integrating community and classroom. Early grades students (K-3) identified activities they associated with democratic citizenship education while upper grades (4-6) students additionally presented rationales and gave evidence to support their representations. Empowerment, problem solving, and contributing to the common good were additional elements associated with democratic citizenship education in the classes sampled, although these were not strongly represented as were the four key elements. This study provides an initial portrait indicating a need for deeper investigation of K-6 students' own representations of the democratic citizenship education they experience. (shrink)

This study examined within-person co-occurrence of self-focus, negative affect, and stress in a community sample of adolescents with or without emotional disorders. As part of a larger study, 278 adolescents were interviewed about emotional disorders. Later, they completed diary measures over three days, six times a day, reporting their current thoughts, affect, and levels of stress. Negative affect was independently related to both concurrent stress and self-focus. Importantly, the association between negative affect and self-focus was stronger among participants with a (...) recent unipolar mood disorder, compared to those with an anxiety disorder, comorbid anxiety and depression, or those without an emotional disorder. The implications of these findings to theories of self-focus and its role in emotional disorders are discussed. (shrink)

Dharmakīrti’s (c. seventh century) Examination of Relations (Sambandhaparīkṣā) is unique in the Indian Buddhist canon for its being the only extant root text devoted entirely to the topic of the ontological status of relations. But the core thesis of this treatise—that relations are only nominally real—is in prima facie tension with another claim that is central to Dharmakīrti’s epistemology: that there exists some kind of “natural relation” (svabhāvapratibandha) that reliably underwrites inferences. Understanding how Dharmakīrti can consistently rely on natural relations (...) to prop up his presentation of inferential reasoning while at the same time advancing an anti-realist account of relations is critical for making sense of his system of logic and epistemology, which came to be nearly universally adopted in Tibetan Buddhism cutting across traditions. Chomden Rikpé Reldri (1227–1305), who was perhaps the most prolific commentator on logic and epistemology in the history of Tibetan philosophy, composed two texts commenting on the Examination of Relations, neither of which have received any scholarly attention to date. In this paper, I provide an introduction to Chomden Reldri’s two commentaries and consider how they may illuminate Dharmakīrti’s text and also what they reveal about the understanding of Dharmakīrti’s account of relations in early Tibetan scholasticism. I then present a translation of Dharmakīrti’s Examination of Relations together with Chomden Reldri’s commentary, Annotations and Topical Outline of the Examination of Relations (’Brel pa brtag pa’i mchan dang sa bcad gnyis). This book offers a comprehensive critique of the Kantian principle that 'objects conform to our cognition' from the perspective of a Copernican world-view which stands diametrically opposed to Kant's because founded on the principle that our cognition conforms to objects. Concerning both Kant's ontological denial in respect of space and time and his equivalence thesis in respect of 'experience' and 'objectivity', Ryall argues that Kant's transcendental idealism signally fails to account for the one thing that is essential for Copernicus and (...) the only thing that would validate a comparison between his and Kant's critical philosophy, namely the subject as 'revolving object'. It is only by presupposing - in a transcendentally realistic sense - that human beings exist as physical things in themselves, therefore, that the 'observer motion' of Copernican theory is vindicated and the distorted nature of our empirical observations explained. In broadly accessible prose and by directly challenging the arguments of many stalwart defenders of Kant including Norman Kemp Smith, Henry E. In his reading of Kant’s moral philosophy and its grounding in freedom of the will, Allison is best know for giving an exclusively “practical” reading to doctrines about noumenal agency, so that they are taken to have none of the outlandish metaphysical implications often thought to be associated with the Kantian conception of freedom. The central feature of Allison’s interpretation is that Kant operates with a theory of agency in which, from the agent’s standpoint, reasons do not act (...) as causes, but operate only insofar as they are taken up by the agent into principles or “maxims.” According to this “Incorporation Thesis,” sensuous impulses or desires are not causes of an action. So there is no reason to regard the motive of duty as a “noumenal” cause competing with sensuous or “phenomenal” causes. Instead, Kant’s “two standpoints theory” is to be understood as distinguishing the action as viewed from the agent’s practical standpoint from causal conceptions governing the theoretical standpoint. Allison begins this book by observing that although the eighteenth century is often called the “age of reason,” it has also been called the “century of taste.” There is a clear enough connection, however, between the two names, for anyone with eyes open enough to see it. For the phenomenon of taste—of likings and dislikings conforming to sharable standards, and invited or sought from others precisely for the sake of sharing them universally—was recognized by eighteenth-century rationalists, and certainly by (...) Kant, as a necessary adjunct or perhaps even a precondition for universally valid judgments based on reason, about science or morality or politics. Taste was also seen by them as overcoming the division between reason and sensation, and thus of making human beings whole; it is a way for reason to gain access to people’s feelings and motives, hence a precondition for it to shape their conduct. For Kant, a critique of aesthetic judgment is the inquiry in which the “great gulf” between knowledge and practice, theoretical understanding and moral reason is to be overcome and philosophy itself is to be made whole. Despite its significance in neuroscience and computation, McCulloch and Pitts's celebrated 1943 paper has received little historical and philosophical attention. In 1943 there already existed a lively community of biophysicists doing mathematical work on neural networks. What was novel in McCulloch and Pitts's paper was their use of logic and computation to understand neural, and thus mental, activity. McCulloch and Pitts's contributions included (i) a formalism whose refinement and generalization led to the notion of finite automata (an (...) important formalism in computability theory), (ii) a technique that inspired the notion of logic design (a fundamental part of modern computer design), (iii) the first use of computation to address the mind–body problem, and (iv) the first modern computational theory of mind and brain. Rather than assume a unitary cybernetics, I ask how its disunity mattered to the history of the human sciences in the United States from about 1940 to 1980. I compare the work of four prominent social scientists – Herbert Simon, George Miller, Karl Deutsch, and Talcott Parsons – who created cybernetic models in psychology, economics, political science, and sociology with the work of anthropologist Gregory Bateson, and relate their interpretations of cybernetics to those of such well-known cyberneticians as Norbert Wiener, (...) Warren McCulloch, W. Ross Ashby, and Heinz von Foerster. I argue that viewing cybernetics through the lens of disunity – asking what was at stake in choosing a specific cybernetic model – shows the complexity of the relationship between first-order cybernetics and the postwar human sciences, and helps us rethink the history of second-order cybernetics.
